Equivalency functions are:
== equals
!= doesn't equal
< less than
> greater than
<= less than or equal to
>= greater than or equal to

May be used as a vector expression or a scalar expression. The context of its usage within syntax will determine which form is used.

Vector Usage:
When used as a vector expression, usage is:
[vector]x[vector]a == [vector]b

xi is set to true if ai equals bi.
xi is set to false if ai doesn't equal bi.
xi is set to null if either ai or bi are null.

Examples:
country==1
statecode!="FL"
(country==1) == false
year>=1999

Scalar Usage:
When used as a scalar expression, usage is:
[boolean]x[scalar]a == [scalar]b

x is set to true if a equals b.
x is set to false if a doesn't equal b.
x is set to null if either a or b are null.

Examples:
sum(Q1) >= 10
validcount(Q1) == validcount(total)
